Circle Vision Foundation (CVF) is a Charitable Incorporated Organisation (CIO) registered in England and Wales, charity number 1209727, established on 23 August 2024.
We provide information, advice, and legal support services exclusively for the Chinese immigrant community in the UK, helping individuals overcome financial hardship, uphold their legal rights, and access public services on an equal footing.
Our Mission
Chinese immigrants in the UK frequently face multiple challenges on arrival — language barriers, unfamiliarity with public systems, and cultural differences — which leave them vulnerable when seeking employment, healthcare, accommodation, or redress. Circle Vision Foundation’s mission is to translate the UK’s official rights, regulations, and application processes into plain, accessible Chinese-language guidance that the Chinese community can understand and act upon, and to provide one-to-one assistance when needed.
We firmly believe: information asymmetry must never become a reason for vulnerable groups to be exploited.
What We Do
Under our Trust Deed, Circle Vision Foundation’s work is organised around three core areas:
1. Access to Public Services
We help the Chinese community make proper use of the NHS, local council services, welfare benefits (Universal Credit, Personal Independence Payment (PIP), and others), and educational resources. We produce step-by-step guides in Chinese, assist with form-filling, and accompany clients to medical appointments or meetings where needed, so that entitlements are not lost through language barriers.
2. Access to Justice and Pro Bono Legal Support
Through a network of volunteer solicitors and trained Legal Advocates, we provide legal advice, mediation support, pre-action negotiation, and court accompaniment to low-income members of the Chinese community. Whether the matter concerns a consumer dispute, housing disrepair, unpaid wages, a private parking charge notice, or debt collection, we work to ensure that justice is not beyond reach for those with limited financial means.
3. Debt Advocacy and Welfare Support
We provide debt solution assessments for members of the Chinese community in financial difficulty — including Debt Relief Order (DRO), Debt Management Plan (DMP), Individual Voluntary Arrangement (IVA), and bankruptcy — and liaise with creditors on their behalf to negotiate instalment arrangements or reductions. We also assist clients in applying for relevant welfare benefits and council tax reductions.
